简要规则描述：按照浦农业农村委【2020】150号文《关于加强2020年农村环境综合管理区级奖补资金使用管理工作的通知》要求，完善高桥镇农村环境基础设施量养护的长效管理，范围为高桥镇5个行政村内的健身点、广场、停车场、村内道路保洁、公厕、大件垃圾堆放点、村内绿化、垃圾箱房及村域环境卫生的巡查养护，保障设施正常运行，村域内环境卫生状况良好。            

Brief Specification Description: In accordance with the requirements of Document No. 150 of the Pu Agriculture and Rural Affairs Commission [2020], "Notice on Strengthening the Use and Management of District-level Award and Subsidy Funds for Rural Environmental Comprehensive Management in 2020", the long-term management of the maintenance of rural environmental infrastructure in Gaoqiao Town should be improved. The scope covers the inspection and maintenance of fitness points, squares, parking lots, village road cleaning, public toilets, large garbage storage points, village greenery, garbage bin rooms and village environmental hygiene within the five administrative villages of Gaoqiao Town, ensuring the normal operation of facilities and good environmental hygiene conditions within the villages

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：推行节能产品政府采购、环境标志产品政府采购。促进中小企业、监狱企业、残疾人福利性单位发展。规范进口产品采购政策。

(c)本项目的特定资格要求：3、根据《上海市政府采购供应商登记及诚信管理办法》已登记入库的供应商。
4、具有《中华人民共和国企业法人营业执照》、《税务登记证》、《组织机构代码证》，未被管理部门禁止参加政府招投标活动的供应商。
5、具有完善的服务体系，并在本市内有固定的办公场所和服务地点。
6、供应商与采购人、其他潜在的供应商等本项目相关单位不存在利益关系。单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动。
7、法人依法设立的分支机构以自己的名义参与投标时，应提供依法登记的相关证明材料和由法人出具的授权其分支机构在其经营范围内参加招投标活动并承担全部民事责任的书面授权。法人与其分支机构不得同时参与同一项目的采购活动。

Suppliers that have been registered and included in the database in accordance with the "Shanghai Government Procurement Supplier Registration and Integrity Management Measures". 4. Suppliers who possess the "Business License of Enterprise Legal Person of the People's Republic of China", "Tax Registration Certificate", and "Organization Code Certificate", and have not been prohibited by the administrative department from participating in government bidding and tendering activities. 5. It has a complete service system and a fixed office and service location within the city. 6. The supplier has no interest relationship with the purchaser, other potential suppliers or other units related to this project.
